On the plant. There was two on the back of a leaf, so I started inspecting the other plants and noticed that one of the other plants had quite a few on one of the stems.

note : DO NOT PUT NEEM OIL ON FLOWERING PLANTS OR WHEN HARVESTING. Neem oil is for the vegitative stage only ,your white bugs are most likely white flys and there eggs. good luck on your growing and a picture will definatley help. yellow sticky traps are a good prevenitatve measure. neem oil is good for the vegitative stage and right before you put em into flower

I would donate some...but my cilantro patch is just getting established, Cilantro, in bloom, is particularly attractive to them. I harvest the seed into a paper grocery bag and need to leave it open so the ladybugs can escape. Anyway, having moved last year..... regards, DK
